

Formerly known as the Torch High Technology Industry Development Center under the Ministry of Science and Technology, the center was established in October 1989 as a central government agency responsible for implementing the Torch Program. Its primary functions include promoting the industrialization of high-tech innovations, managing national high-tech zones, certifying high-tech enterprises, supporting the growth of technology-based SMEs, overseeing the technology market, developing entrepreneurship incubation platforms, and facilitating international exchanges and cooperation. The center plays a vital role in advancing the commercialization of scientific and technological achievements and fostering the integration of technological innovation with industrial development.
